INTERNATIONAL HEMP SITUATION
Paul Benhaim is an Australian author on the hemp industry. Benhaim is also the inventor of a hemp seed food bar now sold in Europe, and is the CEO of Hemp Foods Australia. In addition, Benhaim was a founder and CEO of Zelfo Australia Pty Ltd, a hemp plastic company
In 2000, Benhaim authored the book H.E.M.P: Healthy Eating Made Possible, which details the historic uses of hemp, and how it was considered largely wholesome and nutritious. Benhaim is also author of 8 other books on hemp. Subsequently, Benhaim has toured internationally giving lectures on the mechanical uses of hemp. In June 2010 his work was used in a study by MIT's Department of Mechanical Engineering on Cannabis sativa optimisation for ROI within the United States. Benhaim is now founder and principal of the Australian Hemp Farm and has been a business mentor for industrial hemp companies.
In 2012 Benhaim re-instated his work with Hemp Foods Australia as an Australian manufacturer and supplier of hemp seeds, hemp oil and hemp protein in preparation for legislative changes through an application supported by Food Standards Australia to Australian Ministers
In 2014 Benhaim founded Elixinol, a State of Colorado LLC business manufacturing and distributing products made from Cannabidiol, or CBD - a constituent of industrial hemp used for medicine, skincare and as a dietary supplement globally. This business has since grown to the UK, Japan, South Africa and Australia.
Dr Igor Šoltes graduated from the Faculty of Law, University of Ljubljana and further completed the qualified barrister level. He took the doctor's degree in 2008 on public procurement.
In 1997, Dr Šoltes was appointed member of the National Review Commission in charge of delivering rulings on public procurement procedures where he worked primarily in the field of public administration, complaints and procurement law and was its member by 2001. In 2001, the Government of the Republic of Slovenia appointed him Director of the Public Procurement Office, which was a government body in charge of developing the public procurement system.
In the year 2003, the Parliament elected Dr Šoltes Commissioner for Access to Public Information responsible for administrative rulings on complaints in cases where the requests for access to public information are rejected.
THE SITUATION OF HEMP POLICY IN EUROPE AND THE NEW EUROPEAN PARLIAMENT'S HEMP STRENGTH
What exactly is cannabis? Is it cannabis plant or cannabis flowers, which are prohibited under The Single Convention on Narcotic Drugs (1961)? Is cannabis plant or hemp also forbidden under The Single Convention of Narcotic Drugs or under United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances (1988)?
What are the possibilities for lobbying in a country, that prohibits growing for the purpose of fibers, seeds? Is this legal in reference to conventions on narcotic drugs? And how should the extract and resin from hemp be classified? Are they also forbidden under the conventions on narcotic drugs?
This and the wider valid EU and Slovenian legislation with a link in International Legislative guidelines and valid Global Policies.

Lobbying for cannabis plant under The Singl Convention of Narcotic Drugs
Josipina Ana ÄŒervek has been working throughout her career for the progress of Slovenian medical knowledge in the field of oncology and professional work in caring for patients and their quality of life.
Her career led her from the specialist of internal medicine to the head of the Internal Medicine Department, a consultant and a head of the Internal Medicine Oncology Unit at the Oncology Institute. She was the leader of various multidisciplinary teams, she was named Primary in 1988.
She was also involved in introducing new knowledge in the field of cannabinoid therapy. With her help and thanks to her, large movements in this area were made in Slovenia. The use of hemp and its compounds for medical purposes has become legal, and the Oncology Institute is already preparing for the use of natural hemp preparations. He also has great credit for the implementation of the first school for doctors on the use of cannabinoids and medical cannabis in medicine.
USE OF MEDICAL CANNABIS IN ONCOLOGY
Ms. Barbara ÄŒeh, PhD is a top expert in the field of Agricultural Cultivation Technology with rich Hemp work experience from the sub-area of research of varieties and traditional hemp assortments, where IHPS gives special indication to Slovenian hemp, which was used in then traditional agriculture before the prohibition of production, following the recommendation of the Habsburg Maria Theresa Agricultural Reform.
Barbara is today: Senior research associate at the Institute of Hop and Brewing of Slovenia, Žalec campus 2, 3310 Žalec, head of the field of nutrition and physiology of plants, research work, mentoring for students in student practice, head of field experiments in the field of crop production. Before she was employment at the workplace assistant for the field of agriculture at the Biotechnical Faculty, Department of Agronomy; conducting exercises for zootechnical students.
The Slovenian Institute of Hop Research and Brewing (IHPS), situated in Žalec, Slovenia, is a public research, developmental, advisory and educational organization. It acts for the needs of the Ministry of Agriculture, Forestry and Food, the Ministry of Education, Science and Sport, the Chamber of Agriculture and Forestry, as well as for the needs of domestic and foreign industry. The institute also has project partnerships with local and foreign scientific research and technical institutions. Its role in the food processing sector and in rural development is also crucial.
Its principal functions are research and advisory services in growing industrial plants (hops, hemp, biofuel plants), brewing and the production of medicinal and aromatic plants. The research fields are complemented by applied projects relating to agriculture, environmental impact, as well as the development and preservation of the countryside.
The principal research in hop growing is centered on hop breeding, agricultural technology, physiology, nutrition, hop marketing, protection of hops against diseases and pests and the related prognosis and signs of diseases and pests, as well as the application of chemical solutions used for the protection of plants and economics in agribusiness. The Institute consists of various organizational units – departments.
The main research staff (8 PhD, 4 MSc, 10 BSc) in Agronomy, Biology, Chemistry, Food Technology and Agricultural Economics is formally contained within the research group for soil, plants and the environment.
